Preheat the oven to 220 °C.
Cover a baking tray with potato slices (only one layer or maximum bottom covered), then a layer of onions, another layer of potatoes. Put a layer of minced meat on top, then another layer of potatoes, a layer of onions and finally a layer of potatoes.
Bake at 180 degrees for half an hour. Please adjust the heat so that the casserole is half done after half an hour. After half an hour, remove the tray from the stove and mix the water and milk. Spread this mixture evenly over the casserole, cover it with aluminum foil and put it in the oven for another half hour (the highlight is that the casserole is then half baked and half cooked). Then bring it to the table hot.
