For the fish soup, remove the fish and cut the meat into bite-sized pieces. Peel and dice the onions.
Peel and chop the garlic, wash and dice the peppers. Cook the fish scraps in water with onions, garlic, paprika, paprika powder and salt for at least 60 minutes over medium heat.
Chop the chives. Pour the soup over the fish pieces and continue cooking for 30 minutes. Do not stir.
Pour the fish soup into plates and garnish with some cream and chives.
