Clean the shrimp and chop finely. Mix well with the remaining ingredients and set aside. For the dough, mix the rice flour with a pinch of salt and hot water and knead until the dough is smooth. Put the dough on a baking paper, cover it again with baking paper and roll it out to a thickness of about 0.5 cm. Peel off the top paper and carefully cut out discs with a cookie cutter of about 5 cm Ø. (Be careful, the dough is very soft!) Place 1 teaspoon of filling in the center of each dough sheet, fold and press the edges well together. While doing this, carefully press down one side to make a nice back side on which to make decorative grooves with a fork. Bring a pot of water to a boil. Line a steamer insert with lettuce or Chinese cabbage leaves and place the dumplings on top. Cover and steam for 10 minutes.
