Remove seeds from peppers and cut into strips. Mix meat with bell bell pepper, green onion and red onion. Mix 1 part vinegar and 2-3 parts oil to make a spicy marinade, season with salt and pepper. Mix everything well, season to taste and arrange on cold plates. If desired, sprinkle with roasted pumpkin seeds and chives. Best served with brown bread.
