For the beef spread, boil potatoes until soft. Clean carrots and celery, wash and boil in salted water. Peel onion.
Finely chop beef, carrots, celery and onion. Rinse potatoes, peel, press and let cool.
Mix potato mixture with meat-vegetable mixture. Peel and press garlic.
While stirring, add sour cream, oil, salt, pepper, caraway seeds and garlic to the spread and continue stirring until a homogeneous, creamy mass is formed.
Serve the beef spread sprinkled with chives.
